MedicineBow: Update to Slurm

To improve the efficiency of OpenMPI on the MedicineBow cluster, we require an update to Slurm.

This will enable us to build a version of OpenMPI based on the gcc/14.2.0 compiler that will significantly improve the inter node communication of multi-node MPI based applications.

While performing this update there will be no downtime to the MedicineBow cluster and users will not experience any disruption.

Following on from this we would strongly suggest re-building any software that you have installed with gcc/13.2.0 to use the newer gcc/14.2.0 compiler.
